Shaping the Future of Maternal and Child Health in Pinellas County
What does it take to make sure every baby in Pinellas County has a healthy start?
It takes data. It takes listening. It takes every one of us.
At Healthy Start Coalition of Pinellas, we believe that the health of our moms and babies is a community responsibility, not just a program outcome. That belief is at the heart of everything we do, and it is especially true as we embark on one of the most important planning processes we undertake: the 2026 Service Delivery Plan.
What Is a Community Needs Assessment?
Every five years, state statute requires Healthy Start Coalition of Pinellas to complete a Community Needs Assessment. This is not a checkbox exercise. It is a rigorous look at the real health outcomes of mothers and babies across our county, asking the hard question: where are families in Pinellas County struggling the most? The 2025 Needs Assessment pointed to five key areas of concern:
- Low birthweight births.
- Preterm births.
- Infant deaths.
- C-section rates.
- And fetal and neonatal deaths related to maternal complications and pre-existing conditions.
These are not just statistics. Behind each data point is a family, a mother, a baby. And our community deserves a plan that takes each of them seriously.
From Data to Action: The Service Delivery Plan
The Needs Assessment tells us where we are. The Service Delivery Plan is how we decide where we are going. Developed every five years, the Service Delivery Plan guides how our community prioritizes and delivers maternal and child health services. It shapes which programs are funded, which gaps are addressed, and how resources are directed to the families who need them most. But here is what makes this process different from a typical strategic planning exercise: it is not ours alone to write. It belongs to the whole community.

That is why we are hosting a virtual Community Café on Monday, April 21 at 9 am, and we want you there. The Community Café is a virtual space for Pinellas County residents, healthcare providers, community partners, and anyone who cares about the health of our families to sit down together and weigh in. Two guiding questions will anchor our conversation:
- How can we educate providers and our community about our greatest maternal and child health needs?
- And how can we amplify and support mothers and families to advocate for what they need?
These questions matter because the people closest to the need are often closest to the solution. Mothers know what they are missing. Providers know where the gaps are. Community members know what families in their neighborhoods are up against. The Service Delivery Plan only works if all of those voices are in the room (well, Zoom).
